In January 2020, Qantas Group CEO Alan Joyce and Queensland Premier Annastacia Palaszczuk opened the Qantas Group Pilot Training Academy at Toowoomba’s Wellcamp International Airport. The new purpose-built facility is located at the privately owned Toowoomba Wellcamp Airport.
Qantas appointed Flight Training Adelaide (FTA) as the training provider for the Toowoomba site. FTA is a world-class training provider for the Australian aviation industry and some of the world’s leading airlines – focussed on producing future airline captains, rather than simply training students to obtain a licence.
In partnership with the Qantas Group, FTA offers a full range of services and conducts the 53-week long course which sees participants qualify with four Civil Aviation Safety Authority (CASA) licences and approximately 150 hours flying experience.
Academy students live and study in Toowoomba and Wagner Corporation has designed and built brand new, purpose-built classroom facilities, student accommodation and a hangar to support the flight school.
IOR has strong foundations in the Toowoomba region, as well as in the supply of reliable fuel solutions for the aviation industry.
Our aviation refuelling capabilities are evidenced through the successful operation of the IOR Aviation Network; a growing number of regional on-airport Jet A1 and Avgas refuelling facilities at well known airports and aerodromes. Based on our experience managing our own fuel networks, we have commercialised turn-key fuel supply chain services to support some of Australia’s most well-known aviation brands. Our supply chain services encompass:
• Manufacturing and commissioning of fuel storage infrastructure.
• Installation of IOR’s proprietary fuel management system; HyDip®.
• Logistics and fuel deliveries.
• Ongoing facility maintenance.
• Fuel handling and equipment training.
To support the operations of the Academy at Toowoomba Wellcamp Airport and meet FTA’s needs, IOR developed a unique new refuelling system available 24 hours per day, 7 days per week – keeping the Academy’s planes in the air. IOR has delivered similar facilities for clients including SeaWorld Helicopters, Westpac Lifesaver Helicopter Service Queensland,
Key to the efficiency of flight training is the ability to quickly refuel planes during training. FTA’s fleet of 20 planes are currently used for training at the site, and up to 42 may be required for future courses. IOR designed and constructed a new fuel facility that can refuel three planes simultaneously, minimising aircraft downtime.
IOR personnel also trained the FTA staff in the use of the facility, which features a 55,000 Litre tank used 363 days per year. The facility is enhanced with IOR’s proprietary fuel management technology; HyDip®, providing FTA with real time visibility on their fuel tank levels and complete oversight over fuel usage. This includes the ability to monitor fuel offtake rates so that fuel deliveries may be arranged automatically, preventing the risk of stockouts.
The unique aviation offering stems from IOR’s commitment to partnering with customers to understand their needs, and IOR Infrastructure’s extensive experience in providing value-adding, reliable and high-quality fuel management solutions. These solutions are designed by Australian engineers, fabricated in Brisbane, and supported by IOR’s proprietary technologies.

We prioritise safety and efficiency in our training program so we were looking for a fuel supplier who shared those priorities and could look at different supply options to deliver a quality product. IOR have been very responsive to our needs and I am very happy with our relationship,
